Teri Martin

Teri MartinTeri K. Martin, Ph.D. established Law & Policy Associates, a consulting enterprise specializing in strategic planning, organizational development, policy analysis and program evaluation, in 1984. For over 30 years she has worked with a wide variety of public agencies at the city, county, state and federal level; private foundations; and national professional organizations as a valued analyst, strategist and communicator.

Teri is a skilled facilitator committed to providing services responsive to clients’ values and needs. She has assisted local, state and national multidisciplinary teams with setting goals, developing creative change strategies, establishing performance measurement systems, and engaging citizens in collaborations with public and private agencies. As a strategic planner and evaluator, Teri works with clients to gather and analyze information relevant to their concerns, and helps them develop action plans based on the results. She a seasoned organizational analyst experienced in conducting key stakeholder interviews and focus groups in a wide variety of contexts. Teri is also an accomplished writer, able to translate the results of clients’ work into documents, presentation materials and training curricula useful to a wide range of audiences.

Prior to establishing her consulting practice, Teri was Director of Planning for a justice planning and architectural firm in Chicago. She began her career as Planning Coordinator for the federally funded National Clearinghouse for Criminal Justice Planning and Architecture at the University of Illinois in Champaign-Urbana.

An Oregon native, Teri received her A.B. magna cum laude from Radcliffe College, Harvard University in 1973 and her Ph.D. in Public Policy Analysis from the University of Illinois in 1985. She now lives in Portland with her husband John Hutzler, a performance auditor, and their son David.
